I lived most of my entire life in East Liverpool, OH. I grew up in Thompson Park and live there now in my grandmother's house which has been home to my family since my great-grandfather purchased it back in 1923. The story I was told as a little girl about the Blue Lady is that she is actually the "Lady That Carried a Blue Torch". Being as though that is a long name for her, it was much easier to just call her the "Blue Lady" This lady supposedly had a child that was killed in the area. I don't know how the child was killed for sure, but the lady was so devastated that even after her own death, her ghost walks the park at night looking for her child.
I heard different versions throughout life, but this is the one my grandmother told me. Another version I was told is that her child was killed by falling from the Big Rock. She supposedly only comes out at night near the Big Rock since that is where her child was killed. The reason she is called the "Blue Lady" is because the blue fire from the torch she carrys shines down over her long dress giving her a bluish glow.
